NYSDEC Citizen Participation Plan (CPP) – Approved 8/​25/​26

Purpose

A Citizen Participation Plan is a site-specific public communication and engagement plan designed to provide early, ongoing, and meaningful opportunities for community involvement throughout an environmental remediation project. NYSDEC requires the plan before major investigation and remedial activities proceed.

 

Core Objectives

The CPP is intended to:

  • Inform the public about site conditions, risks, investigations, and cleanup activities.
  • Provide opportunities for public input before significant remediation decisions are finalized.
  • Establish two-way communication between the remedial party, NYSDEC, and the community.
  • Ensure information is accessible, timely, and understandable.
 

Typical Public Participation Requirements

During the remediation process, NYSDEC may require:

  • Public notices and fact sheets.
  • Public comment periods.
  • Availability of technical reports for review.
  • Public meetings or availability sessions when significant decisions are being considered.
  • Documentation demonstrating how public comments were considered.
